Annual Student Parking Passes

Student Parking Registration Form

Registration for 2025-2026 Student PArking

Students who live in Kelly Plantation and are unable to park at Sparkman and desire to park in the clubhouse parking lot must have a new 2025-2026 KPHOA parking pass.  The old parking passes from last year are invalid.  Students are asked to park in the north side of the parking lot (closest to Sparkman). 


Please complete the Student Parking Registration Form above by August 1, 2025. Your parking pass(es) are expected to be delivered on Sunday, August 3, 2025. Each student of driving age is allowed one pass.  If you need a parking pass for more than one student, please complete a separate form for each student. If you have problems opening the Google form at the link above, please email the KPHOA Secretary at kellyplantationhoasecretary@gmail.com.   Please ensure your application is submitted by the deadline to avoid any delays. 


On rare occasions, the clubhouse may be rented for an event during the school day and student parking will be unavailable. Parents of students will be contacted about clubhouse events that prevent parking during rentals.  


Please be sure to have parking passes displayed on the dashboard. The clubhouse parking lot is private property and WILL be periodically monitored for compliance. Unfortunately, violators WILL be towed.

Overnight Street Parking

Kelly Plantation's governing documents require that vehicles be parked in garages and designated parking areas serving each residence. Our community was designed with ample garage and driveway parking, and the Board expects residents, family members, guests, and visitors to utilize those areas rather than the streets.


Overnight parking on community streets will not be tolerated except in circumstances specifically authorized by the Board.


Beginning immediately:

• Vehicles parked overnight on community streets may be cited for a covenant violation.

• A $50 fine will be assessed for each overnight parking infraction.

• Repeated violations may result in additional enforcement action as permitted by the Association's governing documents.


Please take a moment to inform all members of your household, as well as any friends, relatives, contractors, or overnight guests who may visit your home. Homeowners are responsible for ensuring that their occupants and guests comply with community rules and regulations.


The Board's goal is not to issue fines but to maintain the safety, appearance, and property values that make Kelly Plantation a desirable place to live. We appreciate the cooperation of all residents as we work together to uphold our community standards.
